Report Calls for Comprehensive Safeguarding Approach for Vulnerable Adults

A new report has called for an effective, integrated framework for responding to the neglect and abuse of all vulnerable adults in NSW after identifying “critical gaps” concerning matters involving elder abuse.

'Abuse and neglect of vulnerable adults in NSW – the need for action', released early November, followed a two-year standing investigation and focused on 206 reports of alleged abuse and neglect.

The complaints related to the conduct of family members, informal supports, friends and members of the community. It was found that many of the alleged abusers of adults with disabilities in the inquiry were parents and siblings; with the primary alleged abusers of older persons being the person’s adult children.

Referencing cases reported to the NSW Elder Abuse Helpline, the report details several instances involving sexual and physical abuse of elderly persons. This included an elderly female unable to use her hands and bedbound due to a disability. She was therefore reliant on her husband to provide food and feed her but, when upset with her, he reportedly restricted food for several days at a time.

The report also details a recent inquest from the Coroners Court of NSW concerning the death of an 83-year-old woman. The woman’s daughter was her primary carer and did not attempt to seek medical assistance for her elderly mother despite struggling to care for her. Evidence showed the elderly woman suffered from the combined effects of severe malnutrition and infection.

The Deputy Coroner for the case highlighted the need for a specialised service which has the capacity to enter the home of an elderly person and investigate their care, as the Elder Abuse Helpline and Resource Unit – while a valued service – are not an investigative body.
